We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives.
CACI has an excellent opportunity for an experienced, self-directed, Knowledge Management Lead, SME. This position is in support of the EMITS 2 Mission Partner G26, located in Wiesbaden, Germany. This position is located OCONUS.
Responsibilities:
Plans and leads Knowledge Management (KM) functions IAW MP policies and procedures, including KM strategy, governance, policy development, records management, and planning for information and knowledge management and sharing within the organization
Supports operations, maintenance, sustainment, deployment, training, and change management for KM software, systems, and networks
Maintains and updates KM artifacts (e.g., SOPs, Knowledge Based Articles (KBAs), problem resolution/self-help documentation), archives and removes outdated artifacts, and ensures authoritative artifacts are prominently displayed and easily found on SharePoint or management portals
Possesses and applies comprehensive knowledge for applicable systems and environments (e.g., Enterprise Task Management Software Solution (ETSM2), SharePoint, Microsoft Power Platform, Cybersecurity Assessment Readiness Tracker (CART), USAREUR-AF Personnel Status (PERSTAT))
Identifies knowledge gaps, incorporates industry best practices, formulates technical assessments, and assesses emerging policies, technology, and best practices for applicability and implementation into KM systems and networks
Develops KM solutions that foster discovery, access, and sharing of organizational information and business processes
Serves as the site collection administrator and content manager for collaboration technologies
Implements and operates a KM process to improve tools and processes for publishing, disseminating, analyzing, and managing intelligence information
Manages a KM system that allows for the storage, retrieval, and sharing of information and knowledge
Provides user support services for training materials and events and educates staff on use of the knowledge management system and strategies, new tools, and/or new technologies
May attend and participate in meetings to discuss new technologies, technology insertion projects, and modernization roadmaps
Mentors other KM personnel
Possesses and applies expertise on multiple complex work assignments
Establishes goals and plans that meet project objectives
Possesses domain and expert technical knowledge
Supervises KM and data management team
Provides management, direction, administration, quality assurance, and leadership of the IT Project Management Support functions
Defines and ensures application of project management, investment management, Knowledge Management (KM), SharePoint support, and website management standardized processes, procedures, and tools across EMITS 2 operations
Collaborates and supports the MPL Operations Manager and MPLs to tailor project management standardized processes and procedures to meet specific MP requirements
Collaborates with the MP Operations Manager and Mission Continuity Office (MCO) to identify required training and certifications for personnel supporting project management, KM, SharePoint support, and website management roles
Supports Innovation Council Meetings and attends and participates in weekly technical status meetings
Maintains knowledge and expertise on emerging policies and technologies that impact or support improvements to processes, procedures, and tools
Identifies applicable innovations and emerging technologies and develops and recommends technology insertion and continuous improvement projects that improve efficiency and effectiveness of project management, KM, SharePoint support, and website management processes
Develops project planning schedule that addresses the strategy, logistics, and resources required to successfully complete technology insertion and continuous improvement projects.
Develops project Work Breakdown Structures (WBSs) and schedules that identify key milestones and provides critical path information
Manages projects in accordance with the EMITS 2 Program Management Plan, including risk and communications management and quality management
Collaborates with the MP Operations Lead to identify and assign qualified and trained personnel to support development and implementation of projects
Monitors and assesses functional process performance and corrects deficient processes
Promulgates project, KM, SharePoint, and website management process corrective actions, improvements, lessons learned, and best practices across all MP teams
Possesses and applies expertise on multiple complex work assignments
Establishes goals and plans that meet project objectives
Possesses domain and expert technical knowledge
Supervises multi-function project teams consisting of 5 to 15 personnel
Qualifications:
Required:
Currently hold an adjudicated Secret Clearance with he ability to obtain and maintain a Top Secret Clearance/SCI
BA/BS +13 years recent experience
Certification - 8140 - FITSP-O or GICSP or CASP+ or CCNP Security or CISA or SSCP
Demonstrates advanced expertise in knowledge management strategies, governance, and policy development, preferably with experience in military or other Government environments.
Possesses comprehensive understanding of KM software, systems, and networks, such as SharePoint and Microsoft Power Platform, with desired experience using specialized military platforms.
Exhibits mastery in developing and maintaining KM artifacts, identifying knowledge gaps, and implementing best practices to enhance organizational information sharing and process improvement.
Extensive experience in managing site collections, content, and collaboration technologies and providing user support and training related to KM systems, strategies, and technologies.
Displays strong leadership skills; capable of mentoring KM personnel and supervising teams. E
Excels in strategic thinking, with ability to assess and incorporate emerging technologies and policies to optimize knowledge management practices across complex organizational structures.
Demonstrates mastery of IT project management, knowledge management, SharePoint, and website management within complex government or military environments, with specific expertise in operations.
