Job Summary:
We are seeking a highly qualified Health Facilities Integrator / Technical Subject Matter Expert (SME) to provide direct support to the U.S. Army Europe and Africa (USAREUR-AF) Health Facilities Planning Agency (HFPA) / G9. This individual will serve as a critical advisor and integrator, coordinating across multiple stakeholders—including DHA, IMCOM-E, USACE, and USAMMA APS warehouses—to ensure planning, design, construction, and sustainment of health facilities aligns with U.S. Army and Defense Health Agency priorities.
The successful candidate will combine technical expertise in health facility planning and construction with strong project management, reporting, and stakeholder engagement skills. This is a forward-facing role requiring independence, discipline, and familiarity with operating in an OCONUS, joint-service environment.
Key Responsibilities
Facilities Integration & Planning
- Provide subject matter expertise on health facility planning, design, sustainment, and recapitalization.
- Support master planning, area development plans, and MILCON/SRM project integration.
- Ensure compliance with UFC 4-510-01, NFPA, ASHRAE, and other relevant codes/standards
Project Oversight & Reporting
- Compile and deliver weekly construction status updates, monthly progress reports, and quarterly program roll-ups.
- Prepare input for DHA capital investment forums, programming documents, and design reviews.
- Track and report on MILCON/SRM project execution and facility sustainment across the European theater.
Stakeholder Coordination
- Serve as liaison between HFPA/G9, DHA, IMCOM-E, USACE, USAMMA APS, and host nation stakeholders.
- Participate in site visits, inspections, design charrettes, and stakeholder engagements.
- Ensure alignment of health facility programs with HFPA and DHA strategic priorities.
Compliance & Deliverables
- Develop and maintain a Quality Control Plan (QCP) in accordance with contract requirements.
- Submit ENG-93 invoices and progress documentation by the 10th of each month.
- Ensure all assigned training (Cyber Awareness, HIPAA, AT Level I, Insider Threat, OPSEC, etc.) is completed within 30 days and renewed annually.
- Adhere to DoD travel regulations (FJTR), SPOT-ES, and Foreign Clearance Guide requirements.
Non-Personal Services Discipline
- Operate independently without direct supervision by Government personnel.
- Escalate scope changes or inherently governmental tasking to the Contracting Officer (KO).
Minimum Qualifications
- Bachelor’s degree in Architecture, Engineering, Construction Management, Project Management, or Health Administration (Associate’s degree with relevant experience will be considered).
- Minimum of 3 years of direct support in health facility planning, design, or construction management.
- U.S. citizenship with the ability to obtain and maintain a Secret clearance.
- Familiarity with health facility design standards (UFC 4-510-01), building codes (NFPA, ASHRAE), and DoD facility planning processes.
- Microsoft Office Suite, Bluebeam, AutoCAD; ability to learn and operate within Government-furnished systems (PIMS).
- Willingness and ability to travel (<10 days/year).
Preferred Qualifications
- Prior experience with DHA, USACE, IMCOM, or HFPA projects.
- Experience working OCONUS, preferably under SOFA agreements in Europe.
- Familiarity with DoD contracting deliverables, ENG-93 invoicing, and QCP management.
- Strong written and oral communication skills, particularly for stakeholder engagement and reporting.
- PMP certification or equivalent project management training.
